The person approving the operation should be a manager within the unit where the operation area is located, familiar with the site conditions, and authorized to provide, allocate, and coordinate risk control resources. Following the principle of "whoever is in charge is responsible," this typically includes the heads of subordinate units, the heads of the relevant business departments within subordinate units, the heads of district/county branches (regions), the heads of oil depots or non-terminal oil, gas, hydrogen, and electricity stations, and project managers, who are responsible for operational safety. Their safety responsibilities mainly include:

(i) Organize a written review of the work application and verify the consistency between the work permit approval level and approval process and the company's management system requirements;

(ii) Organize on-site verification to check the implementation of risk identification and safety measures, and complete the approval process at the work site;

(iii) Responsible for issuing, canceling, and closing work permits;

(iv) Designate local authorities for supervision and clarify the requirements for supervision work.

Article 3. Local supervision refers to the on-site safety management and supervision personnel appointed by the work approver. These personnel are generally the heads of oil depots or non-terminal oil, gas, hydrogen, and electricity stations. Their safety responsibilities mainly include:

(a) Be familiar with the work area, location, work tasks, and existing risks;

(ii) Supervise and inspect the compliance of relevant procedures for work permits;

(iii) Ensure that safety measures are implemented effectively;

(iv) Verify the completeness and compliance of on-site operating equipment and facilities;

(v) Verify the qualifications of the operators;

(vi) During the operation, on-site supervision shall be carried out as required;

(vii) Correct or stop violations in a timely manner. If any abnormal situation is found, require work to be stopped and report it immediately. If personnel safety is endangered, organize evacuation quickly.

Article 4. The work unit (the electricity user in temporary electrical work) refers to the unit undertaking the work task, specifically responsible for the work activities, and whose safety responsibilities mainly include:

(a) Participate in the operational risk assessment organized by the unit where the work area is located;

(ii) Formulate and implement work safety measures or work plans;

(iii) Organize and conduct pre-operation safety training and pre-work safety analysis;

(iv) Inspect the safety conditions at the work site and promptly correct any violations;

(v) When the site does not meet the conditions for safe operation, stop the operation immediately and report to the unit where the operation area is located in a timely manner.
